If it was indeed a rocket, someone has explaining to so. The only plausible explanation for the spiral and follow up hole is some sort of illusion created with the frozen arctic air.
Otherwise, it is EISCAT - they have a facility in northern Norway that is used for experimenting with heating the ionsphere, much like HAARP.
