Why doesn't he just do the smart thing and propose some sort of tax adjustment, perhaps some sort of benefit for business/industry to stay in or come to America and raise a stronger economy through stronger domestic production?

if the country invested in new forms of energy it would create research jobs for scientists, production jobs for manufacturers, relieve us of the $120+/barrel prices of oil as a main source of energy, and allow energy and heat to no longer be a burden upon people who are suffering from the financial crisis into which we blindly stumbled.
