It's absurd to think "poor" people (not necessarily homeless, but over 3 quarters of America's people) should be expected to just "do something about it". Easy said than done. Its hard to be an activist when your working 40+ hours a week trying to keep a roof over your familys heads and keep them clothed and fed. So, ya. In my mind, most Americans have a right to complain cause the reality is, those who have money and influence spend it frivolously and don't have the heart to help others whereas the poor can relate to the plight of the homeless and would like to make an impact, but haven't the means.
