Do what I do when I want someone's help but are too bashful or courteous to ask. Get a friend, someone comfortable with getting a little weird, to take the person out for drinks, get em hammered, and take really risque and questionable photgraphs with them.

So, instead of bothering him, it'll be more like blackmail. And nothing makes a quicker rise to the top of the food chain than blackmail.
