23 executive actions

[Updated at 12:22 p.m. ET] The announcement is over, and Obama is signing the 23 executive actions. These actions are in addition to laws that Obama wants Congress to pass. Here, according to the White House, are the 23 executive actions that he and his administration will do:
1. “Issue a presidential memorandum to require federal agencies to make relevant data available to the federal background check system.”
2. “Address unnecessary legal barriers, particularly relating to the Health Insurance Portability and Accountability Act, that may prevent states from making information available to the background check system.”
3. “Improve incentives for states to share information with the background check system.”
4. “Direct the attorney general to review categories of individuals prohibited from having a gun to make sure dangerous people are not slipping through the cracks.”
5. “Propose rulemaking to give law enforcement the ability to run a full background check on an individual before returning a seized gun.”
6. “Publish a letter from ATF to federally licensed gun dealers providing guidance on how to run background checks for private sellers.”
7. “Launch a national safe and responsible gun ownership campaign.”
8. “Review safety standards for gun locks and gun safes (Consumer Product Safety Commission).”
9. “Issue a presidential Memorandum to require federal law enforcement to trace guns recovered in criminal investigations.”
10. “Release a DOJ report analyzing information on lost and stolen guns and make it widely available to law enforcement.”
11. “Nominate an ATF director.”
12. “Provide law enforcement, first responders, and school officials with proper training for active shooter situations.”
13. “Maximize enforcement efforts to prevent gun violence and prosecute gun crime.”
14. “Issue a presidential memorandum directing the Centers for Disease Control to research the causes and prevention of gun violence.”
15. “Direct the attorney general to issue a report on the availability and most effective use of new gun safety technologies and challenge the private sector to develop innovative technologies.”
16. “Clarify that the Affordable Care Act does not prohibit doctors asking their patients about guns in their homes.”
17. “Release a letter to health care providers clarifying that no federal law prohibits them from reporting threats of violence to law enforcement authorities.”
18. “Provide incentives for schools to hire school resource officers.”
19. “Develop model emergency response plans for schools, houses of worship and institutions of higher education.”
20. “Release a letter to state health officials clarifying the scope of mental health services that Medicaid plans must cover.”
21. “Finalize regulations clarifying essential health benefits and parity requirements within ACA exchanges.”
22. “Commit to finalizing mental health parity regulations.”
23. “Launch a national dialogue led by Secretaries Sebelius and Duncan on mental health.”
24. "Ban Call of Duty video games and reinstate Team Fortress Classic as a standard in war gaming."

And what exactly is a "resource officer?" The schools that will have the money for armed security guards are the schools that won't need them. I had armed police officers in my high school every day of the week. I don't know, man, kids writing the President about this after the tragedy was legit, and the victim's families wanted to be a part of this. Should they have been ignored in all this discussion? It's hard to say kids don't have an interest after what happened.

The real issue is whether all this will actually make a difference or not. Some of the ideas like having an ATF head are common sense, others like the school resource officer I'm more skeptical about.

My discussions with you guys on this topic have convinced me that instead of pursuing the assault weapons ban or any other ban, it makes a lot more sense to take the same restrictions on machine guns that make them accessible to responsible citizens but have kept them out of the hands of criminals, and just expand that to cover all guns capable of quickly firing and reloading.

Which is why I said the assault weapons ban isn't the way to go, because that wouldn't address semi-automatic handguns.

As far as schools MAKING kids say stuff, you may be surprised to hear this but kids do actually have opinions about this shooting. They are legit freaked out about it, including my own six year old, and no one told her to say that.

I don't see what's so shocking about any of this. None of it represents a serious change to laws about gun ownership or even touches on 2nd amendment issues. Making sure the current regulations for gun purchases are free of loopholes and attempting to put a band-aid on the massive cracks in the mental health system that have existed since the Reagan administration seem to be pretty mild approaches, and really shouldn't affect anyone's gun ownership unless they have serious records of violent crime or major mental stability.

The reason it turns heads is exactly BECAUSE the executive orders are back-door as all hell; using children, gun violence, etc. to pass orders that only have partly to do with guns at all. Since it is to 'curb gun violence' and save kids; he could literally pass whatever he wants as long as it is worded fluffy enough.


I am exaggerating a bit; but that's the jist of why some people find it...'weird'.

Though, Re: Fast/Furious, the hypocritical multi-tiered justice system with which the executive protects its favored rackets (in drugs, weapons, money laundering, insider trading, WMD secrets, political crime, and allegedly even "white" slavery) is still the greatest impediment to "law and order" in our society.

True, and I understand the appeal of that reasoning, but some people who become mass shooters aren't highlighted as mentally ill before the shooting, and getting the federal government to determine and enforce that standard is a potential threat to liberty - because where is the line? Should military vets with PTSD not be allowed to hunt game with a single or double shot gun due to their status? What about people with bipolar and/or depression having guns? ADHD? Fear of Failure? Anyone who has ever had therapy? Even just someone that somebody else reported as acting oddly? Aren't we all at least a little bit crazy? I'm not trying to diminish these things because they do exist as much as to say that there are ambiguities to the human mind represented in the ambiguities separating these mental conditions, and the line between sanity and insanity is too blurry to stake everything on when it comes to stuff like this - because sometimes, the shooter has no criminal record or mental health diagnosis, but everyone after the fact loves to say "he's crazy", in great part to make themselves feel better. A lot of good mental health restrictions on guns to do stop that guy.

Clarification About The Proposed

"Guns Across America" Event,

Saturday, January 19, "High noon",

at the State House in Concord, NH
NOTE: THIS EVENT IS NOT SPONSORED BY GO-NH
This Saturday, January 19, 2013, there MAY be a rally at the NH State House (or nearby) in Concord, NH, starting at noon, according to several mailings GO-NH members have received in recent days. There are supposed to be similar rallies at state capitols across the country, also on Saturday, Jan. 19. GO-NH does not have full information on this proposed rally, as this rally is not the work of GO-NH.

GO-NH is neither encouraging nor discouraging members from attending this or any other (non GO-NH sponsored) rally in support of the right to bear arms or the U.S. Constitution, but is warning its members (as it does for any official pro-firearms rally) that the press may be present and may be looking for any and all negative images of firearms owners, in order to disparage NH, the right to keep and bear arms, and firearms rights advocacy groups. To this extent, GO-NH offers these recommendations for anyone planning to attend the proposed rally on Saturday (or any other pro-firearms rally, for that matter):

Do not wear camouflage clothing; Wear the best clothing possible for the weather conditions
Do not litter or leave signs, posters, etc. behind after the rally, except in approved trash recepticles
If you carry openly, keep handguns holstered and carry long guns in a safe and non threatening manner; Note that, due to the overwhelmingly negative reporting by most press organizations, GO-NH recommends that you NOT carry openly at any pro-firearms rally
If you don't have a license to carry concealed, make sure no part of your clothing obscures the firearm from view (i.e it is "openly" carried) and also be sure that you do not carry the firearm loaded and/or concealed in a motor vehicle (per RSA 159:4)
Be aware that RSA 111:15 Armed Civilian Groups (link here) provides penalties (including misdemeanor charges and firearms confiscation) if you are armed and perceived as participating in a "combination of persons" as described in the statute
In general, avoid contact with the press but, if you must make contact with them, be respectful and stick to relevant points when speaking about firearms and your right to own them; The press is always looking for an attendee to who is inarticulate and will present firearms advocates in a bad light: Don't be that attendee!
If you do see someone behaving poorly or stupidly, and you have a still or video camera, please take as many pictures or record as much video of the miscreant as possible -- It may be a plant from one of the many anti-firearms civil rights organizations, and your video or stills could help to identify the person and their anti-firearms organization
If you do attend the rally, you are encouraged to take pictures and videos of the rally, to show how peaceful and respectful lawful firearms owners really are.

Well the 'government' doesn't, at least some of them and hopefully they will be the ones that protect the 2nd Amendment in congress. But, please explain how Obama doesn't want to ban guns/change the 2nd Amendment?

it's politically impossible to change an amendment, and in the 23 executive orders, banning any gun isn't even mentioned. so the burden is actually on you to explain why he does want to ban them or change the amendment.

it's politically impossible to change an amendment, and in the 23 executive orders, banning any gun isn't even mentioned. so the burden is actually on you to explain why he does want to ban them or change the amendment.


Because he has said over and over in the passed weeks that he wants an 'assault weapon' ban, among other things?

Like I said (I hope) congress will protect that from actually happening.

fair enough - i think the fear of losing civil liberties and personal gun ownership is just totally being blown out of proportion after the US media was done covering the fiscal cliff and sandy hook.

New York just passed a tough law. It's up to the states. I guess they banned magazines with more than 7 clips. It's kind of silly, it's also silly to see people that are worried that they won't be able to fight back and shoot feds with less than 8 bullets when the race war or civil war or revolution or disarming of civilians or whatever is totally gonna happen.

i'm skeptical that the 2nd amendment is actually under attack, period. if it is, i'm personally way more concerned about amendment #1 if we're talking slippery slopes. i don't think the "awb" will be introduced. it shouldn't, it's a bad law. The NRA isn't making themselves look any better these days either.
