just because it's not music in the classical definition doesn't mean it's bad, or not artistic. more often than not the composition required to call it "music" isn't there. rap is usually engineered and organized rather than composed. i'd contend it's more poetry than music.

in the general sense though, lemmy is right according to his definition of music. but who cares what he says, if you're listening to something that sounds like music, it probably is. that's all you can say about it.
