the thing that i find most absurd about the article is that it says "implied terroristic threat". ITS A SEVERED DOGS HEAD IN MINNESOTA!!!! what the fuck does it have to do with terrorism??

There's no way killing a dog, cutting its head off, putting it in a box, and delivering it back to its owner's doorstep is less absurd than the terrorist comment. Especially considering that the definition is "using force or violence for the purposes of intimidation".
