they have set up entire systems in small cities/large towns in europe where there is no sidewalks, no lines, no lights or anything. a dude walked backwards blindfolded through a rotary and didnt get hit. in a small community it shows that it can be just as safe and orderly without all the rules then with them.
think of it this way, when the light turns yellow you try to speed up and beat it, you dont try to drive safely.
